go to your boss and tell her you that you expect to be compensated for the days from when your raise should have gone into effect.

Don't threaten to quit..poof you are gone. As nicely that this oversight be rectified as soon as possible. Write a KIND memo to this person..thanking them for the time to consider your problem and remind them that they had made the commitment some time ago and was an oversight.
You save the job, super saves face and you get the results you wanted plus have a written record of the exchange.
