House Democratic leaders are coming together around legislation that would fund the war through September but would withhold more than half of those funds until July, when Bush would have to report on the Iraqi government's progress toward benchmarks such as quelling sectarian violence, disarming militias and sharing oil revenue equitably. Congress would then have to vote in late July to release the remaining funds.

    now that's interesting. enough republicans can see that headed into the elections, if things continue as they seem they'll be in some tough fights in the house.

    I didn't read the source....but the summary doesnt sound too bad....I think if the restrictions from our soldiers were lifted....and the threat of unwarranted repercussions....then they could make significant progress

    I've never understood this line of reasoning. So if our soldiers can kill more people and kill them less discriminately then the waring factions in Iraq will learn to get along?

    I think this is a  good  first step for us getting out of this mess.  I hope the democrats hang with this one, its time for Mr. Bush to bend to the will of the people (majority).

    That is an excellent plan it forces progress without just screwing everything up.
     
    It depends on what we are talking about as restrictions.  If we are talking about if we are fired on from a mosque or Red Cross/Crescent that our troops no long need to fear reprocussion for returning fire I'm all for it.
     
    Though logically if the only kinds of Iraqis were the dead and the dying they'd probably be less efficient at killing us.  There are loads upon loads of reasons why we shouldn't do that but unless Allah steps in and gives them zombie soldiers I'm less than frightend of dead insurgents.
     
    Overall thi is a solid plan and I hope it goes through.

    You're context is too small. This would also result in many of our allies no longer supporting us and it would create far more american hatred around the world. Fewer Iraqi's could kill us, but there would be MORE people that want to kill us.

    Context is everything. Many of the bad ideas I hear on SC are a result of limited context.

    I know there was a period there but seriously bloc. 
     
    We would lose support, it would galvanize not only Islam (more so than it already is) but likely millions of non religious supporters and sympathisers.  Our inteligence would be greatly hampered.  We could go on and on about the loads of reasons we shouldn't do that.
     
    I still support this sort of benchmark/accomplishment plan that demands progress.
