Your dilemma with your papers sounds similar to what I went through when I legally changed my last name upon marriage.
Seven years ago, one could apply for a new Social Security card by mail (I cannot believe it has been that long!). Here's the catch: you had to enclose original proof of identity. Who, in his right mind, would ever wish to part with a driver's license and birth certificate for weeks? What if they were lost in the mail? I always thought that was strange.
