Nothing more and nothing less when the government is concerned. They don't have friends, family, goals or dreams. They are a means to an end and nothing more, nor should they be. The purpose of a soldier is to fight for his countries goals, he is a very valuble tool and one that should be taken care of but the job must always come first. Every single man and woman in today's American military chose to be there, they knew what the risks were and they knew what their mission was. To defend the Constitution and obey the orders of the President of the United States.
When a president or general goes into a battle they should go into it with all of the emotion that mechanic does when repairing a car. This is my job, these are the tools with which I do my work. A good workman takes care of his tools, keeps them clean, dry, only uses them properly (don't use anything but a hammer for nailing things, don't pry things open with a screwdriver, etc etc.) He doesn't name his tools and avoid working with them, he doesn't love his screw driver and when one breaks during a job he simply buys another. This is what he must do in order to acheive the goal of fixing his car.
I constantly hear people say that we wouldn't be in this war if Bush's daughters were part of the military. I agree, we probably wouldn't (assuming he couldn't protect them by giving them a non-deployable job or some such shit) be in this war if his own children were at risk. That however is not a deciding factor in the justness of this or any other war (don't attack the war please, its really not the subject). Very very few individuals have the ability to treat their own children as tools. There are righteous wars (or could be) we should have gone to Rwanda, we should go to Darfur, I've heard terribly few people say that the actions we took in regards to Rwanda were right.
With that said how many of us would send our children (this is different from allowing them to go) out to save strangers? I can personally say that I would have a very hard time sending any member of my family to die for any number of strangers. One million strangers can die before I would sacrifice a loved one. I think most people are the same.
There is a reason why officers are kept separated from the troops. They can't form a personal bond, they need to remember to treat them as what they are, tools. There is a reason why in the Marines the first priority is mission accomplishment and the second is troop welfare. Any inteligent person knows that those two priorities are heavily interwoven but they are still placed in a distinct order, if one has to be sacrificed it isn't the mission, its the tool.
