Instead Earls supports voluntary take-back programs already in existence such as the national rechargeable laptopbattery take-back programs.
Already, 24 states including Oregon have written producer responsibility or product stewardship laws. Most deal with electronics components.
Now legislators are considering bills for rechargeable Toshiba PA3282E AC Adapter batteries, paint, compact fluorescent bulbs, prescription drugs and creating a framework to add more products with legislative approval.
More than two-thirds of what Oregonians throw away is the stuff we buy and the packaging that protects it.
Overall it would force the industry to pay the true cost of the product instead of relying on local governments, said Scott Cassel, executive director and founder of the Product Stewardship Institute. "Manufacturers need to incorporate these costs into the business model, otherwise they're being subsidized by the tax payers."
Despite resistance from industries, state governments across the country are embracing the idea.
Several proposals being considered in the Oregon Legislature look to shift the cost of recycling and disposal of certain products from local governments to manufacturers — especially those products that are expensive to dispose of safely.
"It just ignores the economic reality that the business community is facing right now," said Betsy Earls with Associated Oregon Industries.
This year, for example Oregon launched its e-cycling program, which requires laptop Toshiba PA3282E-1ACA AC Adapter, computer and television manufacturers to pay in to a recycling program or create their own. So far the state is reporting record recovery rates.
According to information from Maier, interviews of the three led to the discovery of two laptop Toshiba PA3282E-2ACA AC Adapter computers and two jackets which had been hidden in a trash barrel at the ballpark.
The investigation into the burglary is continuing. All three men have been officially charged with burglary by White County State’s Attorney Scott Webb. A preliminary hearing for all three has been set for April 8.
