In Sanskrit, the word for society is samaj which means: moving forward together. Society therefore implies a dynamic concept of progress or moving forward and of moving together. If one or the other is not fulfilled then it will spell the demise of society. If a portion of society moves at a terrific speed while a large portion is left behind then a great pressure will be exerted to try to bring the two together. That a society needs leaders is obvious from its own definition for a society must move in one direction or it will not move at all. If members of a society start to go their own way then the reasonable outcome will be the distintegratrion of that society. Choosing leaders therefore is of paramount importance in society. In primitive times a leader was chosen for his physical prowess as it was most necessary when combatting the dangers of a primitive world populated by wild and dangerous animals. As societies evolved in sophistication. a leader with intellect and knowledge was chosen to lead. It is not unreasonable that religious leaders play a leading role in that society since they usually are the knowledgeable ones having all the time in the world to devote to study and intellectual pursuits. While others toil, they study and further their knowledge. In modern times, choosing a leader is still of paramount importance and democracy provides a hint of a good thing. However, democracy these days is easily manipulated and elections rarely bring the best man to the fore.
