The couple I have been emailing with were not given another appointment at the SDA. They had two appointments and both referrals were for very sick children. One had a terminal illness. The other child needed several surgeries and was very sick. Today they had an appointment with a woman who works in the SDA. I think she was the assistant director. She told the couple that the law states that adoptive parents can only have a third appointment if they did not visit the second referral. We were actually told the opposite by the SDA; they were mad when we chose not visit children that had obvious FAS features. So there really is no rhyme or reason why some couples get a third appointment and why some couples go home empty handed. It is so sad when a loving couple want to give an orphan a good home and they have to leave without a child. I jus don't understand it at all.
They were told that they could resubmit again in Oct. and ask for a new appointment. They just don't know that they want to do that; they are so disheartened. I don't blame them. It take so long to gather all the necessary documents for a dossier and then to have a facilitator submit documents takes a while. At the current time, I think there are more young healthy children available for adoption in Russian than in Ukraine.
