This is parted into stages.
 
Stage 1  Gather the important people and resources.  Fortunately like any smart Californian (At last count there are four of us) I have earthquake kits of varying degrees lying around.  Two gallons of water in my trunk, five in my office.  Chef Boyardee, instant oatmeal, blankets, changes of clothes in both locations.  Flashlights, extra batteries, radios.  Baseball bats at both locations, a sword in my trunk and in the next year and a half I'll probably have my concealed weapons permit.  I need to fetch friends.
 
I start with Wes for a few reasosn, geographically he's the easiest to get to, he's got tons of junkfood and other nonperishables.  Also as a result of him having a disabled brother he's got two vans that are wheel chair accessible which amongst other things means roomy.  His father's got a few shotties too which doesn't help.  I'll send him to another friend's house because they have a very narrow stair case to their place, easy to barricade you can hole up there nearly infinitely and due to the balconies you can escape when you need be.
 
Unfortunately that part of me that's stupid has to drive out to Fucksville USA to save my bloody ex.  When I should probably just let her get eaten and laugh.  Once everybody is gathered it's time to head out.
 
2.  I'm hoping that the military bases hold, if they hold then that makes for a great place to set a permanent camp.  It has walls, it has vehicles, it has guns and people trained to use them, it has food both perishible and non and many of them have planes and helicoptors.  During this stage we need to positively ID our zombie problem.  Are they modern Zombies with infectous bites that transform you?  Are they old school zombies where anybody who dies becomes a zombie.  Its obviously important to no this because it makes the difference between burying our dead and decapitating grandma, also how we deal with the nearly dead.  Keeping people who are likely to die alive on lifesupport is a good idea if it's bites, but if not you'd best have an armed guard in the infirmary cus the last thing you need is surprise!  That guy flat lined, killed everybody else in the ward, which spread out and over ran the hospital and now we're being attacked from the inside.  We also can't rule out voodoo or vampires who can occasionally create ghouls which may as well be zombies to casual observers.  Also if they have some kind of inteligence behind them we have to be prepared for coordinated attacks.  Can these ones drown?  Can they starve to death?   Or are we talking decapitation or bullet to the brain accept no subsitutions.  This makes the difference between waiting them out or needing to somehow destroy them at some later point.
 
3.  Stage three
If the military bases held, then hopefully there are ways to contact the navy but if they didn't it's just as well it just means clearing out a boat.  You get a boat and head out to sea, you don't even need to head that far out because the point is that zombies don't swim, even if they did even a small boat (by military standards) is way to big to climb aboard even if they did swim.  It's got sleeping quarters, it's got a water purifier, and oh yeah it moves so if we hear of other survivors we can go fetch them.  We can migrate to keep with the warm weather if we like. 
 
The boat is ideal for other reasons.  We have ease of eliminating the dead we can simply toss them overboard.  Boats can be compartmentalized easily so dealig with any criminal element can be solved with out tossing them overboard.  At this point we cruise gathering living people.
 
4.  Assuming these Zeds can't starve death we eventually need to work out a plan to clense the earth of them.  We start by reclaiming military bases for the reasons listed above.  Then you just fan out kill them and set barricades every few miles.  Not only to keep them from returning to areas we've cleared but also so we have fall back points should we be over ran.  We need to research, how did this start?  Is it something we can prevent from happening again?  Are cremations now mandatory and immediate?  Can we cure them?

    while it's imaginative it makes me shake my head in bewilderment.  You should also consider buying a flame thrower as these are the best defense against zombies.

    Weren't you paying attention to Andy's report on the unrated version of Dawn of the Dead remake?  That just makes flaming zombies which are worse than normal zombies!
