  I believe that there are many possible reasons for this.
  
  • Some initiated by women who use sex as a means of extracting favors, gaining leverage, and/or advancing their careers.
  • Sometimes its men who feel their power and position entitles them to certain "perks" and one of these is the secretary.
    
  • Sometimes its by women who fall for the wealthy/powerful/influential type of man - of which their boss is one - and they pursue him, sometimes against his expressed desires.  (Imagine a boss filing a grievance against or firing his secretary for her sexual harassment of him???  People would laugh!!!)
    and;
  • Sometimes it is as you have said, long hours of working together, getting to know each other, facing stressful situations together, etc.  develops the relationship to a sexual level.
  I'm sure there are other scenerios...but these seem the most obvious and common ones

  Underneath all the facade of BS that creates "modern" life, we still have at our core, very primitive "animal" instincts to survive and reproduce.
