  sounds too incredible to be true.  I would think that he'd need more than his own signature to make that kind of policy fly.  It's probably just another rumor started by disgruntled politicians.

  It sounds like an arrangement that delays transfer of power in the event of a huge national emergency.

  Just think of it this way - if another disaster like hurricane Katrina or 9/11 hits while the new Administration is moving in and the old is moving out, who will mobilize the Federal response? The old or the new? Who makes the final call? Granted this is a small window, but it could be a crucial one, and there needs to be a clear idea of who is in charge.

  If it were anyone other than Bush proposing this, people might say it's a common sense move. And it wouldn't just be for him, but any President transitioning after him.

  Unfortunately everything he touches these days turns to stone in the eyes of his detractors- even the stuff that makes sense.

  I don't doubt it for a minute, we have been fighting an UNDECLARED war for years now, all directed by bush's pen.
  
  I also don't doubt that he thinks he is above the laws of the country and that the constitution is only a 230 year old piece of paper.

The war, which is a f'n joke at this point, and should have been to the point of sending our men home along time ago (not that I even agreed with them being sent in the first place!!)  Also, I liked your comment regarding the respect the Bush administration has had for the "230 year old piece of paper"  LOL!!! good one

  I don't think Bush needs to stay in office with the scope of the 3 primary candidates getting pushed by the media. I don't doubt McCain would waste any time going to war with Iran, Obama and Clinton I don't trust but I have no way to judge their intentions of war, I think Bush trying to do something stupid before he leaves office at this point would be great and might actually get more people involved in political activism.

  curmudgeon: the moment a victor is decided in a presidential election, he (or she) has to put together a team and they get scheduled for intelligence briefings, i believe, which means that a president-elect is in fact going to be in full possession of the facts and have the resources necessary to address a crisis. we didn't do this during the cold war, when the threat of imminent armageddon loomed. if we didn't need it then, we sure as hell don't need it now, if you ask me.
