I'm just going to do us all a favour and tell you what I have discovered in my quest for the ever-so-evasive ways to bring money from paypal back to malaysia.
1. You can ONLY transfer it to a local bank in Malaysia if you have a US bank account. I can only think of 2 US banks who could offer this to non-US residents. The first is E-TRADE Bank. The second being HSBC Bank USA.
The catch about E-TRADE bank is that you need a minimum of USD1000 before you get the so-called free VISA debit card. However, penalty fees only apply after you have opened the account for one year. In other words, you may have less that USD1000 in your account for one year. After one year, if your balance is still less than USD1000, you will be penalized every month indefinitely. Also, you will not be able to use the bank account to fund your paypal account. In otherwords, you will be missing out on the use of e-cheques as a payment method for various services on the internet. For your information, if it were not so you could have used Paypal to send e-cheques as well. Oh well....
The catch about HSBC Bank USA is that you have to be a business person to open it. They will courier a batch of forms for you to fill up and have it verified by a local HSBC banker. Then you may courier the forms back and wait for your account to be approved and opened. Here's the best part: They accept SOLE PROPRIETORSHIP as a business. Here is an e-mail I received from the Suruhanjaya Syarikat Malaysia (www.ssm.com.my) stating the fees for a sole-proprietorship application:
Dear Sir,
Referring to the enquiry, for registration of a business, the document you should bring is a copy of i.c and Form PNA42 which you can get from the nearest SSM branch office. The fees for registration is RM 40.00 by using personal name or RM 70.00 if using trade name including certified business information. The process will take 30 minutes for name search and 3 days to process the business registration certificate. You can contact 03-40476111/6222 (Hotline) for further assistance.

That is the cheapest way I have found to open a US Bank account and it's perfectly legal. I haven't actually got around to making the application but I do welcome feedbacks from anyone who has attempted the above. Do take note that it takes 3-4 weeks for HSBC to courier the form to you so be patient.
Let us not forget the fortunate few who will be spending their holidays in the US and this allows them to open a US Bank account in almost any US Bank.
2. Get a DBS Bank account in Singapore and a Singaporean address. The only way to do that is to go there personally. I'm not sure but I think you need to present your working/salary slip to them to open it. Then open a Paypal account there. After that, you may start withdrawing Paypal funds into your DBS account. Frankly speaking, I never liked getting around the system by doing something that seems to question your identity as a Malaysian. But it is legal as well. Benefits many others who wish to become an affiliate of ClickBank too.
I know that Paypal has set up a new headquarters in Singapore and the company name is Paypal Private Limited. This is supposed to be the new headquarters for Paypal in South East Asia. So maybe in future, there may be changes to the policy that will allow us to withdraw money to the local Malaysian Banks. Till then, let us keep our fingers crossed.
