When I worked for the New York City Housing Authority back in the 70s there was a legendary tenant in my housing project. She refused to pay rent. And she wasn't evicted either.
When I heard about her, she already owed nine months rent. NYCHA attempted several times to evict her for nonpayment of rent, but they always lost in court. I will let you try to figure out why.
Could it be because there was something wrong in her apartment? Maybe a broken window was never replaced? Maybe she was getting no heat? Maybe her oven didn't work?
Nope, nope and nope.
She had a boyfriend who was a judge. Her case was always brought before her boyfriend. He flagged it so that even if he was on vacation, she could only be tried in his court.
I even remember what she did for a living. She worked for the police.
